Andhra Pradesh releases its mobility policy, SEMP 4.0

The Andhra Pradesh government has approved the operational guidelines for Sustainable Electric Mobility Policy – 4.0, which will be effective from 2024 to 2029 (SEMP). This policy seeks to turn the state into a leading global hub for high-value electric vehicle (EV) manufacturing in India by implementing strategic demand and supply measures, aiming for carbon neutrality in the transport sector by 2047. As an initial action towards this objective, a wide array of incentives has been introduced to promote EV manufacturers, consumers, charging station operators, and vehicle dismantlers, as indicated in the SEMP released on December 11, 2024, intended to last for five years.

According to Government Order Ms. No. 48, the SEMP provides benefits for manufacturers of EV components and batteries, operators of charging stations, users of EVs, and facilities focused on recycling and dismantling. Furthermore, a distinct policy for the establishment of industrial parks has been created under the Private Parks Policy – 4.0, which aligns with the Integrated Clean Energy Policy – 4.0. Given the comprehensive impact of this policy across various sectors, designated nodal agencies have been assigned responsibilities to implement the specified measures within the SEMP.
